The 5th candidate substances of REACH, SVHC adds up to 53

On June 20th, 2011, European Chemicals Agency (ECHA) added the 5th group 7 substances to SVHC list. Up to this time, the population of substance listed as SVHC had increased to 53. In addition, the entry on the Candidate List for cobalt dichloride has been updated due to its classification as toxic for reproduction.

All newly added 7 SVHCs are carcinogenic, mutagenic, and/or toxic for reproduction.

2-ethoxyethyl acetate / Strontium chromate / 1,2-Benzenedicarboxylic acid, di-C7-11- branched and linear alkyl esters (DHNUP) / Hydrazine / methyl-2- pyrrolidone / 1,2,3-trichloropropane / 1,2-Benzenedicarboxylic acid, di-C6-8-branched alkyl esters, C7-rich (DIHP)

According to Article 33 of REACH (EC No. 1907/2006), article importers and manufacturers in EU and EEA should perform the obligation of notification if the followed occurs, the SVHC content exceeds 0.1% by weight of article, and total amount of this SVHC in all articles manufactured or imported per year exceeds 1 ton. Manufacturers and importers may also apply for notification exemption via ECHA. However, successful application of exemption is much more difficult and expensive than notification. For the applicants have to prove the use of SVHC in article has been registered by others, or the exposure of SVHC in article can be excluded when article is used normally and reasonably (including abandon). As a result, ECHA proposed the directly notification but not exemption in order to avoid uncertain factors.

The notification deadline for 38 SVHCs published before Dec. 1st, 2010, that is the date Jun. 1st, 2011 was overpast. The SVHCs published after Dec.1st, 2010 should submit notification within 6 months. As per news on Chemical Watch website, until Jun.1st, 2011, ECHA had received 175 notifications in total.
